Is it posible to only have a low inlet to the tank?

Is there a site where i can find my 1:20 IFD?
I Live in Tostado, north of Santa Fe, Argentina.

I cant find my 1:20 IFD.. we dont use that numbers in stadistics..
I think a very heavy rain here could be 50mm in 2 or 3 hours..…
