Does anyone know when builders can get access to the site to work out the site cost?

It depends on your neigbour if they are ok since zero lot on ur land would mean an easement on ur neighbours plot. The 88b do no show any easement.

300 mm fall should be covered by the builder isnt it? My land has .5mtr slope and the builder said they cover upto 1 mtr.

That sounds quite reasonable for a 2 storey.
