This has nothing to do with retardant, seems like an improper acid wash or possibly moisture build up during the sealing process. Very hard to determine through photos though.

Hi, Has the concrete been sealed? To fix the blow out, I’d recommend going to the suppliers yard and asking if you could get some of the stones, bond them
