not sure about the photo, looks like timber packing sitting in a PFC, that doesn’t need to be structurally graded

Your inspector should focus on investigating the reason for the moisture which over time will damage (rot) the frame and support mould growth, not just note the observation and fob…

Perhaps if you engaged inspector that actually knows their job you would have got the right answers.
Mould is a bacterial growth that does not affect timber structurally.
