I would expect a better finish than that before you reach PCI.
Check out the builder's display home as that is the standard of workmanship they were demonstrating to get you…

The pipes are in the cavity therefore on outside of the stud wall. It is unlikely that any fixing of shelving will go right through stud and puncture a pipe.…

They would have to be very low shelves.
It is good to see that the builder has properly graded the site slope away from the slab and also installed temporary downpipes.
