When is the best time to lay new lawn?

Needing to Install retic as well, I guess I should install after the old lawn is ripped up but before the new lawn is laid.

Any other suggestions. There are some green bits, seems excessive to rip it all out.
Could I aerate it, top soil it? Or am I wasting my time?

So does that mean getting a rotary hoe or something and digging it all up? Does the old turf need removing or do we leave it there and lay new…
