Check your contract, but I think the standard allowance after PCI is no greater than 21 days for handover otherwise the builder is liable for liquidated damages.

I'd be requesting (requiring) a bank cheque from them for the damages, on the same day as handover.

Seems most volume builders have no idea of construction options beyond their standard product..
Plasterboard can most definitely be fixed to a brick wall - either directly or by using battens…
